On March 4, 2026, a decisive step was taken for territorial governance in Djibouti. Presided over by Mr. Kassim Haroun Ali, Minister Delegate for Decentralization, the institution's strategic transformation plan was officially validated. The Espelia teams are proud to have provided technical support for the design of this ambitious roadmap.

A strategic vision for decentralization

The result of close collaboration between Ministry executives and our experts, this transformation plan aims to address the challenges of administrative modernization. The objective is threefold:

A collaborative and partnership-based review

The final review session, organized by Espelia and represented by Lucas Morenas and Dominik Viallon, brought together key stakeholders of this reform, including the Director of Foresight and Territorial Development, and the Deputy Director of Decentralization and Deconcentration for the Djibouti City area.

Moving toward operational implementation

Commending the quality of the work conducted by Espelia, the Minister emphasized the crucial importance of this plan for the effectiveness of national public action. The unanimous validation of the final report now paves the way for the implementation phase of the reforms.
