Securing Renewable Energy in the Dominican Republic

Context and Objectives of the Mission

Espelia is supporting the National Energy Commission (CNE) of the Dominican Republic in setting up a risk management unit for renewable energy (RE) projects.

This mission, carried out under the TransfoAgile framework agreement and funded by the French Development Agency (AFD), aims to strengthen the CNE’s institutional capacity to secure the development of RE projects.

Implementation and Initial Results

The six-month support combines:
• Organizational assistance to structure the unit (teams, roles, processes, governance), and
• Technical support to provide the CNE with methodologies, assessment tools, and monitoring systems tailored to renewable energy projects.

From August 19 to 22, Espelia conducted the first field mission, marked by a series of three cumulative participatory workshops with the CNE:

• Collective capacity assessment,
• Definition of a strategic vision, and
• Prioritization of transformation areas.

Espelia also presented an international benchmark on risk management for RE (Spain, Colombia, Hawaii) and met with several key sector institutions: the Ministry of Economy and Finance, the Ministry of Environment and Natural Resources, the Electricity System Coordinator, and the Dominican Electricity Transmission Company (ETED).

This inaugural mission established the methodological foundations of the project, opened strategic dialogue between institutions, and enriched both the organizational diagnosis and technical risk analysis. It represents a decisive step in building the CNE’s risk management unit roadmap.
