Espelia and ICEA support the sustainable development of the city of Hanoi

At the head of a group of French and Vietnamese companies, Espelia and ICEA are helping the City of Hanoi to define a sustainable investment programme in three priority areas:

• Improving air quality ;
• Optimisation of urban logistics organisation;
• Management and recovery of waste in urban and sub-urban areas.

This assignment, financed by the French Development Agency (AFD), takes the form of a 3-year technical assistance to the Hanoi People's Committee (HPC), from January 2020 to December 2022. During this period, two experts from the consortium based in Hanoi will assist the CPH on a daily basis in the development and implementation of a sustainable action plan for Hanoi. These two resident experts are supported by a network of French and Vietnamese experts who can be mobilised throughout the mission to meet the specific expectations and challenges of the City of Hanoi.

The mission also aims to strengthen the City's capacities, in particular by organising seminars and study trips for international experts in Hanoi and CPH staff abroad, in order to exchange with other cities.

The launch of the mission in Hanoi on 25 November 2019, in the presence of the Mayor of the city, made it possible to determine the first areas of work, including the reliability of the air quality measurement network in Hanoi, the identification of the main sources of pollution and the priority measures for improving air quality, the feasibility study for the creation of a wholesale market on the scale of the city-province of Hanoi to secure agricultural and food distribution in the capital, and the development of a waste treatment and energy recovery system adapted to the local context.
