The energy transition isn’t only about new technology. It also depends on sound contracts, well-managed risks and institutions that can plan for climate change. That’s where Espelia works with public authorities, and here are three examples from our international work:
On an archipelago that still relies heavily on imported fuel, nine autonomous renewable energy systems already supply four islands. With LuxDev and the national energy authorities (DNICE/MICE), we draft a standard concession contract for these isolated systems. It sets out who is responsible for what, how risks are shared, how tariffs and compensation work, and how operation and maintenance are organised, so that future competitive tenders rest on a solid basis.
Financed by AFD, we support the National Energy Commission (CNE) in creating a national method to identify, measure, rank and monitor the risks of renewable energy projects under Law 57-07. We also help organise its new Risk Assessment Division. Clearer risk management means more investment in clean power.
We’re pleased to win, with Artelia, an AFD-funded mission to support PLN, Indonesia’s national electricity company, in developing its climate change adaptation strategy. The aim is to protect the grid serving more than 280 million people from rising climate risks.
From islands to national grids, we help public decision-makers turn energy ambitions into contracts, institutions and strategies that work in practice.
