Multicountry – Choosing the optimal delivery mechanism and financial structure for desalination and reuse initiatives

Climate change, increase in water demand, urban growth, overexploitation of resources, pollution of aquifers, the list goes on and on…These natural and human factors are responsible for increased pressure over surface and ground water resources which levels are declining at a rapid race.

In the arid and semi-arid countries, such as in the Middle East and North Africa (MENA) region, the scenarios over these trends are alarming. Against this background, new techniques have been developed such as seawater desalination techniques, wastewater reuse and even hybrid projects (REMIX) and are increasingly appearing as relevant water production solutions for both public and private actors.

The basic technologies are now generally well mastered, and innovation is now tending to focus on improving the efficiency of these solutions (e.g., energy performance, optimization of maintenance costs, etc.) to make it affordable for wider populations.

As a mean to increase the knowledge on these alternatives and boost their deployment, the World Bank has launched the study entitled “Institutional Frameworks and Regulation of Desalination and Wastewater Reuse: A review of practices in the Middle East and North Africa (MENA) region and beyond.”

Espelia/ICEA’s mission is part of this study and aims to develop a methodology and tools to define the most appropriate implementation/management and financial structure for each desalination and wastewater reuse project.

This study focuses on the different forms of public-private partnerships and will provide information on the most appropriate models, offering the best cost/benefit ratio from the point of view of the project owner and the user.
