Improving monitoring & evaluation systems for capacity building and change management support programs

For more than a year, Espelia has been supporting the French Development Agency (AFD) and LuxDev in a joint reflection on the improvement of their monitoring and evaluation systems for capacity building and change management support programs, launched in partnership with the Senegalese Organization and Methods Office (Bureau Organisation et Méthodes).

Whether it consists in supporting training programs for local authorities staff members, conducting a change process in an organization or supporting the reform of a sector, capacity building is a long and complex process, the results of which are often hard to clearly identify and measure. Monitoring capacity building processes therefore requires more qualitative methods than the ones used to monitor and evaluate investment projects, with a strong emphasis on stakeholder participation.

Based on these observations, AFD and LuxDev launched this joint project to help project leaders adapt their monitoring and evaluation methods to these challenges. The reflection was quickly opened up to several of the two agencies' partners in five West African countries concentrating an important part of their capacity building activities (Burkina Faso, Mali, Niger, Senegal and Cape Verde). It resulted in the co-production of a methodological guidebook & toolkit coordinated by Espelia and designed by Anne-Charlotte de Lavergne.

We are particularly proud of this publication designed for and with project leaders, and hope that it will be useful to other people involved in capacity building activities.
