Field Mission in Kingston (Jamaica) – Structuring Public-Private Partnerships in the Water and Sanitation Sector

From April 13 to 22, teams from Espelia, in collaboration with Expertise France, conducted a series of participatory sessions and interviews in Jamaica with key stakeholders in the water and sanitation sector.

These discussions brought together key figures from the Jamaican government involved in the planning, financing, and regulation of public investment, as well as several development partners (European Union, Proparco, Inter-American Development Bank, and the French Embassy).

This mission is part of a technical assistance program aimed at supporting the National Water Commission (NWC) in structuring its use of public-private partnerships: identification, prioritization, implementation, and monitoring of projects.

In the context of post-Melissa reconstruction and significant investment needs in the water sector, mobilizing the private sector is a decisive lever for structuring and accelerating project development.

Mission Objectives

This launch phase served to:

• Analyze the institutional and operational framework for PPPs in Jamaica;

• Understand the interactions between the public stakeholders involved;

• Identify the initial support needs of the NWC.

Next Steps

The mission paves the way for a support program structured around:

• The review, update, and development of PPP tools tailored to the NWC’s needs;

• Operational support for project identification and structuring through to the contracting phase;

• Application to the existing project pipeline.

Two complementary missions will follow to consolidate these efforts and test the tools developed.
