Technical assistance for the preparation of TASUFIP in Tanzania

After two and a half years of supporting PMO-RALG (President’s Office – Regional Administration and Local Government) and the three beneficiary municipalities (Mwanza City Council, Ilemela Municipal Council, and Tanga City Council), the final stretch of the preparatory phase of the TASUFIP project made it possible to validate the following elements: 

• the plans for the future infrastructure: the Preliminary Designs for the 8 sites to be rehabilitated (5 markets, 2 fish landing sites, and 1 slaughterhouse). 

• the project structure: governance arrangements, the project management bodies to be established within PMO-RALG and the three municipalities, the technical assistance planned to support the Tanzanian government during implementation, budget, actions to be carried out, and responsibilities of each party in this process. 

Espelia’s contribution 

Espelia and Urbaplan are the two consulting firms mobilised by AFD for the preparation of this project. To enable the validation of these final elements, Espelia contributed to two crucial aspects: 

Consultation with end-users of the 8 sites to ensure that their practices and needs were properly reflected in the plans for the future infrastructure.

• Organisation of 2 rounds of 8 co-design workshops with around twenty user representatives per site (traders, transport operators, fishers, etc.)
• Presentation of conclusions for integration into the architects’ plans 
  
  

Design of the future technical assistance services

• Organisation of workshops with PMO-RALG and the municipalities to understand their support needs for the project implementation phase
• Design of services tailored to these needs and to the project budget
